Renovation & Remodeling
A renovation is a term that is often used when an existing structure is not able to fulfill the needs of the user or has grown old and dilapidated requiring making changes. If you are renovating your kitchen, you can be installing new cabinets or changing the flooring to make your kitchen a better one.

You do not need a permit for a Renovation (changing aesthetics such as new cabinets, painting, updating finishes, new flooring or replacing fixtures in the same location).  If any electrical, HVAC or plumbing work is required you need a permit.  If you remove, add or change a wall you need a permit.  If in doubt about your project call the City permit office at 713-973-1779.
Remodeling is making changes to an existing structure in such a manner that its use is altered. If you want to add a part of your living space to your kitchen, you have changed the pattern of use of the space thereby leading to remodeling. When you have to redo the layout of your kitchen to make it more comfortable and better suited to your requirements, you are actually carrying out remodeling. Remodeling is much more than changing the fixture and the color of the cabinets as it would require making changes in plumbing lines, gas line, or even electricity line. This is why remodeling is drastic and much more expensive than mere renovation.

Two set of plans must be submitted and approved by the City Building Official before permits can be issued for all jobs that include structural changes.  A scope of work is necessary for all remodels.  A plan review fee depends on the size of the remodel.  Please call the City for verification of fees and requirements.
